Pennsylvania Right-to-Know Law (RTKL) Requests
The City of Happytown is committed to transparency in accordance with Pennsylvania's Right-to-Know Law, 65 P.S. §§ 67.101-67.3104. All requests for public records must be submitted in writing and must sufficiently describe the records being requested. Please note that certain records may be exempt from disclosure under the RTKL, and fees may apply for document reproduction and redaction. The City has five (5) business days to respond to your request, with possible extensions of up to thirty (30) additional days under certain circumstances as provided by law.
Request Requirements
- Requests must include: Full name, mailing address, phone number, detailed description of records
- Requests must be specific — general requests may be denied
- Commercial requesters may be subject to different fees
- Processing time: 5-30 business days
- Fees: $0.25 per page for copies, plus research time at $15/hour after first hour
- Requests submitted via email may not be accepted
- Certified mail is recommended for tracking purposes
